Following a high-level preparedness review meeting chaired by Union Health Minister J.P. Nadda on July 30, 2026, the Medical Counselling Committee (MCC) and Directorate General of Health Services (DGHS) announced a series of major technology-driven reforms for the upcoming NEET UG 2026 counselling session.
These initiatives are designed to simplify medical admission workflows, prevent redundant college visits, secure digital data integration, and provide a 24x7 bilingual grievance support ecosystem for over 11 lakh qualified medical aspirants.
1. The One-Time Physical Reporting System
The standout reform introduced by the Health Ministry is the One-Time Physical Reporting Framework. In previous years, students upgrading seats across multiple rounds had to repeatedly visit colleges, retrieve original certificates, and re-deposit admission fees.
Under the 2026 One-Time Reporting System:
- Once a candidate physically reports to their Round 1 or Round 2 allotted medical college and completes document verification, they choose between Freeze and Float.
- If they choose Float, their seat is securely locked while they participate in higher preference choice filling in subsequent rounds.
- If an upgraded seat is allotted in Round 2 or Round 3, physical document transfer is handled institutionally through the digital portal without requiring the candidate to travel back and forth.
2. Understanding Freeze vs Float Options

3. Direct NTA Data Pre-filling & Online Verification
To eliminate manual errors, MCC has linked the counselling portal directly with the National Testing Agency (NTA) NEET UG database. Candidate personal details, category certificates, NEET roll numbers, and AIR ranks will be pre-filled automatically upon entering the roll number and application ID.
Furthermore, the annual Seat Matrix is pre-verified digitally by the National Medical Commission (NMC) and participating state medical universities to ensure zero discrepancy in total seat counts.
4. 100% Digital Admissions for NRI Quota
For candidates applying under the NRI and NRI-Sponsored seats in Deemed Universities and State Private Medical Colleges, the entire admission and document scrutiny process has been converted to 100% digital mode.

5. PwBD Center Expansion (16 → 61 Assessment Centers)
To assist candidates with benchmark disabilities (PwBD), the Health Ministry has expanded the number of authorized disability assessment centers nationwide from 16 to 61 centers. This allows PwBD candidates across all states to get certified locally before counselling begins.
