In a landmark notification issued on July 28, 2026 to all State and Union Territory Counselling Authorities, the Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS) announced major revisions to the NEET UG 2026 counselling and admission process.
These revised guidelines aim to streamline seat allocation, reduce travel stress for medical aspirants, eliminate physical reporting bottlenecks, and ensure 100% transparency across All India Quota (15%) and State Quota (85%) admissions.
1. No Physical Reporting Required for Seat Upgradation
Under the previous counselling system, students who secured a seat in Round 1 and wanted to upgrade to a better college in Round 2 were required to travel to the allotted college, submit original certificates, pay admission fees, and report physically.
What is the new rule for 2026?
- Candidates who opt for Seat Upgradation during Round 1 or Round 2 reporting can now participate in subsequent counselling rounds without visiting the allotted college physically.
- Your previously allotted seat remains securely retained while you participate in Round 2 or Round 3 choice filling.
- Physical reporting is only required once you accept your final upgraded seat.
2. Introduction of Online Resignation Module
Previously, resigning a seat required candidates to travel in person to the medical institute and obtain an offline resignation receipt. This caused extreme hassle, especially for students allotted colleges in distant states.
MCC has now launched an Online Resignation Portal within the counselling dashboard. Candidates can now resign their allotted seat digitally within the specified deadline, and an automated resignation letter will be generated on the portal.
3. Digital Upload of NRI Quota Documents
For students applying under the NRI / NRI Sponsored quota in Deemed Medical Universities and State Private Colleges, MCC has digitized the document verification workflow.
- Sponsor Passport & Visa copies
- Embassy Certificate & Relationship Proof
- Sponsor Affidavit & Undertaking
All the above documents can now be uploaded directly during MCC registration for online pre-verification by the committee.
4. State & UT Transparency Directives (Fees & Seat Matrix)
The Ministry of Health and Family Welfare (MoHFW) has directed all State Counselling Authorities (e.g. Maharashtra CET Cell, Karnataka KEA, UP DGME, WBMC) to publish comprehensive details regarding:
- College-wise annual tuition fees, hostel charges, and security deposits
- Mandatory rural service bond conditions and penalty amounts
- Stipend details for internship and residency
This information must be published on state portals prior to the start of choice filling.
